Resource Mobilization and Financial Sustainability
Within the next five years, PhilDHRRA will provide sufficient attention to its sustainability objective. Most of the problems confronting the network today springs from its weak financial base. Aside from the need to diversify its sources of revenues, the ideal direction is for PhilDHRRA to build an endowment fund that is currently estimated to require at least 50 million pesos. In the next five years, PhilDHRRA would have installed the mechanism for continuing fund raising campaign. This effort necessitates the active participation of the PhilDHRRA’s Boards (national and regional), its members, and the key personalities that have concern for PhilDHRRA.
Objectives: To install a mechanism to diversify the source of revenues to sustain the operations of PhilDHRRA as a network.
Strategies:
- Continue to develop project proposals and negotiate for grant-funds.
- Expand the revenue generating capacity of the Partnership Center
- Explore business potentials that PhilDHRRA could engage in the future.
- Increased financial contribution of members;
- Launch and implement a systematic fund raising campaign to build an endowment funs for long term sustainability of the network
Network Management Efficiency
Aside from financial sustainability, the network must be able to improve its management and administrative operation (secretariat) and its governance system (Boards). This substantive form of sustainability implies development of human resources in a programmatic manner, institutionalization of systems and procedures, and clarifying mechanisms for participatory and effective governance. Among the systems that PhilDHRRA must develop are:
- Financial and administrative systems. Policies, systems and procedures are institutionalized through operations manual, and for consistency of implementation, process of turn over personnel must also be systematic. The financial and management reporting system will be designed, not only towards more transparency to donors and the board, but will effectively respond to management decision-making.
- Effective communication system and Data Base. The internet will be developed and promoted as a mechanism for communication interaction between and among the members and the secretariat. It shall also serve as dissemination system for information including researches and data-base for the members as well as the partners.
- Improvement of capacity for research and documentation. Documentation of specific experience from ground level implementation must be translated into useful knowledge to be shared.
- Monitoring and evaluation systems: This is making the staff performance evaluation useful; developing monitoring system for program Implementation; member-NGO organizational performance (extracting accountability such as system for sanctions and rewards), and membership participation to the network.
Objective: To develop a secretariat that effectively and efficiently perform the task mandated by this plan.
Strategies
- Implement an effective human resource development program for staff; regularizing the employment tenure and programmatic training for second liners.
- Structure the secretariat to become responsive to the tasks mandated by this plan.
- To Install and implement cost-efficient and effective financial and administrative management systems.
