Program Support: Towards Innovative models for SIAD
The challenge to continually develop and innovate models, mechanisms, and tools in doing development work in the countryside is crucial to PhilDHRRA because they are needed by the NGO members who are at the forefront of direct site-specific program implementation. In this context, the role of PhilDHRRA as a network is to synthesize the experiences of its NGO members and develop conceptual framework of how better can NGOs become more effective and efficient in their work.
Our members identified the following thrusts in term of program development and innovation:
- Approaches that cushion the rural poor especially the agricultural producer against the negative impact of globalization.
- Scaling up of efforts and the relationship of sustainable agriculture with market.
- Engagement of PhilDHRRA members (or recruitment of members) on the issue of Peace and Development particularly in Mindanao; also concerning approaches to conflict areas.
- Program for poverty alleviation including Agrarian Reform Program and agri-based commodity focused enterprises like producers and marketing cooperatives, processors, etc.
- Gender Mainstreaming and efforts on consortium (network) type of project implementation
- Program related to resource community based management; watershed, fisheries, agricultural production in the lowland and upland.
- Engagement with (and influencing) local government in implementing site-specific projects at the community particularly in the aspect of asset reform and other SIAD agenda.
Objective: Provide assistance to the members in formulating and developing models as framework in implementing development program in the countryside considering various conditions, sectors and themes.
Strategies
- Conduct regular assessment of on-going programs and strategies being implemented by NGO members.
- Develop new programs and projects especially those within the priority thrusts listed in this strategic plan.
Policy Advocacy
In support of the program implementation of the members, appropriate policies will have to be advocated at the national and local level. In relation to this mandate, the network must present alternative approaches based on its own experiences backed up with reasonable data and studies. PhilDHRRA needs to establish linkages, and strive to create venues so that issues and agenda expressed by NGO members could reach the policy makers.
Objective: Influence the policy-making processes, both at the local and the national level, that affect the development of the rural areas.
Strategy
- Create new strategic venues for policy advocacy, improve participation, exercise leadership, and maximize existing linkage and partnership to effective pursue the issues and agenda generated from the experience of the members particularly those related to the identified program priority thrusts.
