2007 Commitment to Poverty Reduction in MindanaoPhilDHRRA’s Framework for Poverty Reduction in the Rural Areas The common end-goal of PhilDHRRA members in community development work is to contribute to poverty alleviation in the rural areas. To this end, they are undertaking a range of development programs ranging from capacity building to enterprise development. Those programs can be lump to three development thrusts, namely: 1)Access and Control of productive resources The foundation in pursuing those development thrusts is people empowerment through the process of community organizing – the formation of people peoples organizations. This process demands on the peoples organizations to engage the local government in pursuing their development agenda by taking advantage of or establishing a favorable environment for participatory governance. It recognizes that the development is multi-dimensional (integrated) and multi-stakeholdership. This is the whole concept of PhilDHRA’s central strategy – the Sustainable Integrated Areas Development. The mandate of PhilDHRRA as a network is to support of the above mentioned initiatives of the members. Rural Poverty Reduction Monitoring Tool Taking off from PHILDHRRA’s framework for poverty reduction, the poverty reduction monitoring tool aims to track down performance of each member NGO based on their set of commitment to rural poverty reduction. It also hopes to facilitate the objective measure of member NGOs contribution to the network’s development agenda. The accomplishment performance is based on selected agreed indicators which fully accounts to members respective results accomplished on the ground.
