On November 1, 2011, PhilDHRRA-Mindanao commenced the implementation of the project entitled, “Fortalecimiento de Instituciones públicas locales y sociedad civil para la adaptación de estrategias y políticas ante el cambio climatic or Strengthening local institutions and civil society for the adaptation of strategies and policies to climatic change (No Registro: 11-PRI-0717).”

To be completed within a period of 2 years, the project is a collaborative endeavor between Intercambio y Solidaridad (InteRed), a Spanish NGO partner of PhilDHRRA since 2004, and also funded by the Agencia Española de Cooperacion Internacional para el Desarollo (AECID) as in the case of the current InteRed-PhilDHRRA convenio in Caraga Region and other PhilDHRRA-InteRed as well as PhilDHRRA-Paz y Desarrollo, also a Spanish NGO, projects that were already completed.

The project will be implemented in 11 Barangays located in 3 municipalities within Agusan Marsh Area in the Province of Agusan del Sur and 1 municipality located along Lianga Bay in the Province of Surigao del Sur. These are the Municipalities of San Francisco, Talacogon and La Paz in the Province of Agusan del Sur and the Municipality of Lianga in the Province of Surigao del Sur in Caraga Region.

The project will be implemented in collaboration with the Provincial Governments of Agusan del Sur and Surigao del Sur, the Protected Area Management Board (PAMB) – Agusan Marsh and the Surigao del Sur State University-Lianga Campus as well as other agencies and non-government organizations operating in the project areas.

Developed with the SIAD or Sustainable Integrated Area Development strategy in mind, the project, which employs Climate Change Adaptation and Disaster Risk Reduction Management as sub-strategies, have components such as capacity building program for municipal and barangays officials and staff in the field of climate change adaptation and disaster risk reduction management, emergency response, the establishment of farmer-based agri-meteorological stations as well as the establishment of an integrated climate risk management information system covering Agusan Marsh and Lianga Bay areas.

The eleven barangays covered by the project are Barangays Buenasuerte & Caimpogan in the Municipality of San Francisco, Barangays Sabang Adgawan, Villapaz, Halapitan & Bataan in the Municipality of La Paz, Barangays La Flora, Sabang Gibong & Maharlika in the Municipality of Talacogon, and Barangays Liatimco & Payasan in the Municipality of Lianga.

The project will be managed and spearheaded by a project management team that includes an Agricultural Water/Sustainable Agriculture Specialist, a Disaster Risk Reduction Management/Climate Change Adaptation Specialist and Municipal Area Coordinators.
