Reflections and Insights From the Field: “Footprints to Remember at Barangay Dughan”
This Profile entails all aspects in the life of Dughan community. Community profile data was finalized and presented to the 58 Stakeholders, namely: 42 Dughan Multi Sectoral Association (DMSA)members, DILG Joseph Purgatorio, MARO Rufino Quebradero, MA Lirio Campos, DSWDO Luz Lampara, MHO Dr. Joel Pama, MD, VAWC PO3 Maricor Rivas, GAD Marilou Godito, MENRO Samuel Ortega, Dep Ed DES TIC Albina Cabilin and 8 BLGUs headed by Brgy. Chairman Alex Maceda. During the validation, all Stakeholders were attuned listening to the presentation with my facilitation with the assistance of the Project Coordinator, Mr. Glenn Bais. An open forum followed facilitated by the Project Coordinator. Representatives from the Government Line Agencies were asked to comment or make reactions to the presentation. Notably, the MARO reacted on the presented data which stated that Dughan is owned only by the few and ARCs for ARBs were not clear. According to MARO, there are 140 hectares for ARCs and 70 farmers ARBs. The issue ended to validate what has been said by MARO. It was revealed that there are CLOAs that were not yet distributed. With our intervention, the issuance of the CLOAs to more than 30 ARBs was fast tracked. As the open forum continued, another issue popped up on education matters. DepEd Dughan Elementary School Teacher-In-Charge Albina Cabilin raised that the school at the moment need school supplies and textbooks for the Pre-schoolers. On the other hand, the Day Care issue gained a notable discussion especially when Ms. Marianita Janiola, Day Care Teacher raised the question directed to the Brgy. Chairman regarding its non-functionality as said center has been closed for a number of years. The Chairman was caught unaware especially when the MSWDO supported Janiola stating clearly that there is a barangay budget for Day Care center. This discussion led to the reopening of Day Care center on August 3, 2009. Dr. Joel Pama, MD committed to support the undertakings of the said Project on the health aspect, while the DILG promised to assist the project in trainings as resource persons. Other government line agencies committed too as long as programs and projects are related to their fields. And finally, Project Coordinator Glenn Bais imparted the pericope of what the project can do and where the Stakeholders can enter as partners in the avenue of development. Barangay Dughan Profile formulation is a rigorous and an effort-sweating endeavour. The fruitful results of the Participatory Rural Appraisal (PRA), the Focus Group Discussions on Gender Gap Study outcomes, the Secondary Data from the Barangay and Municipal Records and My series of social interactions, immersions and consultations for the past six (6) months into the community inspired the PhilDHRRA–Convenio Project to consolidate the eventful Profile with the assistance of local leaders in the community. The birth of the Profile has come into existence.
